The national road network of Romania, excluding the national road sections located within the built-up areas of municipalities between the entry/exit signs, for the use of which the toll (TollRo) is collected through STRR.
Law 226/2023 art. 2 let. c)
STRR is a free-flow, multi-lane electronic road tolling system that does not require vehicles to stop, slow down or use a dedicated lane. In the SETRE Romania domain, the presence of a vehicle is detected exclusively through satellite positioning (GNSS). Positions are collected by the SETRo provider's OBE, transmitted to the provider's administrative system (back-office) and declared by the provider to STRR in the form of toll declarations.
The TollRo owed by the user is calculated exclusively by CNAIR: STRR reconstructs the route travelled by a user from the positions declared and included by the SETRo provider in the TollRo declaration, matches it to the road network of the SETRE Romania domain (map-matching), determines the kilometres travelled on each category of tolled road and applies the unit tariff in force. The SETRo provider does not calculate the toll and does not transmit amounts; it transmits positions and the vehicle classification parameters.
Payment enforcement is carried out through automatic number plate recognition (ANPR) camera systems located on the SETRE Romania domain (fixed and mobile) and through query terminals used when the vehicle is stopped.
